Coverage benchmark — CTV News on CFB Wainwright against other outlets

Bottom line

CTV News's Wainwright coverage rates C+. That matches the preliminary grade in BENCH-002 to BENCH-005, but the reasons are different. Those benchmarks rated CTV's accuracy A− and called its record "clean". It was not. CTV avoided the two errors that did the most damage elsewhere, seven dead and a gas line. But it reported an explosion in its own voice for two days and never corrected that. Its originality and family coverage were better than the preliminary grade allowed.

  • No seven, no gas. We found no CTV piece reporting more than four dead, and none reporting gas involvement. On 18 Oct its live blog reported that the fire was "not believed to be a result of oil and gas infrastructure or outside interference". CBC and Global's desk both reported seven that day, and Global reported a gas line.
  • "Explosion", in CTV's own voice and still live. The first-night story is headlined "Fatalities and injuries after explosion and fire at Canadian Forces Base in Alberta". Its description still reads "It's still unclear how many people have been injured in the explosion." Before that, the word came from an MP repeating what he had heard, and CTV moved it into the headline. On 18 Oct the live blog was titled "Terrorism ruled out in Canadian Forces Base explosion in Alberta", and at least seven entries that day used the word. The army commander said on 18 Oct that there had been no explosion. We found no correction.
  • An explosion put in the Prime Minister's mouth. A CTV story on 18 Oct said Carney "said four service members were killed and dozens of others were wounded after an explosion resulted in a 'violent, fast-moving fire'". Carney's words were "a violent, fast-moving fire swept through" the base. He did not mention an explosion.
  • One real correction, and the closest gust time from a mainstream outlet. Hannah Kavanagh's 22–23 Oct story carries a notice that an earlier figure of 105 km/h, from ECCC, was wrong. It gives the yellow wind warning as 2:14 p.m. and the worst gust, up to 82 km/h, as "just over an hour later". The station recorded 82 km/h at 15:16. This is the only correction notice we found at any of the four major outlets reviewed.
  • Good on families, thin on evidence. CTV's regional stations reached the Hiatt family in Edson, Lykkemark's foster mother in Langley, Goulding's community, the Farrells in Prince Albert and the Keane family in Oro-Medonte. It obtained video of the fire from a private property and a sit-down with the Chief of the Defence Staff. It obtained no documents, did its own analysis of no imagery, never reported the noon fire, and repeated "4 p.m." and "under a minute" well after both were in doubt.

CTV's Wainwright work

We found 44 items: 25 text stories (including one live blog that was retitled at least four times) and 19 videos. No ctvnews.ca page rendered its article body for this review. Pages return metadata, headlines and captions only. CTV is not paywalled, so this is a rendering problem, not a paywall. Body text came from CP24, Bell Media's sister site, which carries the same stories with the same bylines and canonical links back to ctvnews.ca. Our retrieval tool summarises pages, so the quotations below are lines we asked it to return verbatim, not full transcripts. Times are as displayed (EDT); subtract two hours for MDT.

Read means we have the body text via CP24. Meta means headline, description, captions and byline only. Headline means title and URL only.

Against the measured record

Measured facts are from RWI SITREP 005 rev. 1 and Prime Rogue's 21–24 Oct series.

Question Measured CTV said Verdict
Deaths 4 (official, 18 Oct) No number on night one; four from 18 Oct Right; no wrong number found
Explosion None. Rutland, 18 Oct: no explosions occurred "After explosion and fire" (17–18 Oct headline, still live); "Terrorism ruled out in … explosion" (18 Oct live-blog title); "explosion" in at least six 18 Oct entries; Carney said to have described "an explosion" Wrong; never withdrawn. CTV carried Hanrahan's "no indication … of any kind" only in CP copy on 24 Oct
Gas Not involved "Not believed to be a result of oil and gas infrastructure" (18 Oct, 21:22); "no natural gas infrastructure was involved" (22 Oct) Right throughout
Fire before the run Burning by noon (Landsat 12:17, ~0.44 km²) Started "at approximately 4 p.m." (17 and 18 Oct, several pieces) alongside "known for several hours" (CP, 18 Oct) and "burning … a few hours" (Trinh, 22 Oct) Contradiction never resolved; noon not reported
Wind warning and gust Forecasts at 04:30 and 10:48 called for ~80 km/h gusts; warning 14:14–14:15; front 14:50; gust 82 km/h at 15:16 Yellow warning 2:14 p.m.; worst wind up to 82 km/h "just over an hour later" (22–23 Oct, after correcting 105 km/h) Right: the closest gust timing we found in mainstream coverage. "Change the course of the evening" is loose: the run was mid-afternoon
Run GOES 76.5 MW 15:10 → 1,215 MW 15:30 → 336 MW 15:40 Not reported Missed
Contact with troops ~15:19–15:26 (model) "Just before 4 p.m." (Rutland, in CP copy) Relayed
Spread 5–14 min per km (Prime Rogue model) "Fire reached troops in under a minute" (live-blog title tag); "30 to 60 seconds" (video title). Flannigan's 10% rule (19 Oct) implies ~8 km/h at 82 km/h, about 7 min per km Relayed as fact; CTV's own expert's rule contradicts it, and CTV did not say so
Burned area ~10.7 km² "About 10 square kilometres" from satellite images (Trinh, 22 Oct; source not named) Right; two days after CBC
Origin Downrange of Range 11 (AGL range), PDA 2 AGL range, crews could not reach it (22 Oct) Right; same day as CBC, Global and the Globe
Exercise Pairs range, not section attack Section attack (18 Oct live blog); pairs-range correction carried 22 and 24 Oct Right once corrected
14 Oct fire in PDA 2 Separate ~0.9 km² fire Not reported Missed (as by every outlet)

The explosion

This is the main question for CTV, because "Clean" is how BENCH-002 to BENCH-005 described it.

  • Where it came from. CTV's first-night story went through at least four headlines. The first spoke of an "incident" and a fire spreading through the municipality. The second, "'Significant casualties' after explosion at Alberta military base: MP", attributed the word, loosely, to Conservative MP Dane Lloyd, who said he was "hearing" of casualties. The final headline dropped the attribution: "Fatalities and injuries after explosion and fire at Canadian Forces Base in Alberta". The body gives no source for an explosion. DND's statement spoke of "a fire-related training incident".
  • How far it went. On 18 Oct the word appeared in CTV's own voice in the live-blog title ("Terrorism ruled out in Canadian Forces Base explosion in Alberta"), in an untimed entry and in entries at 13:56, 14:11, 14:12, 15:52, 16:11 and 19:40, in Archie Niari's "What we know" (URL and description), and in two video titles. It was also attributed to Carney, wrongly. Unlike Global, CTV never attached a cause or mechanism, such as a munition or a gas line, to the explosion.
  • The Carney misattribution. Chris Fox's 18 Oct story says Carney "said four service members were killed and dozens of others were wounded after an explosion resulted in a 'violent, fast-moving fire'". Carney's statement reads: "Yesterday afternoon, a violent, fast-moving fire swept through the Canadian Armed Forces Base in Wainwright, Alta." Putting an unconfirmed claim in the Prime Minister's mouth is a worse sourcing error than an unattributed headline.
  • What was fixed and what was not. Niari's headline was changed from "explosion and fire" to "deadly fire", without a note, but the description still says explosion. The live blog was retitled to "confirmed facts", but the entries are unchanged. The first-night headline and the Fox sentence still stand. We found no correction notice for any of them.
  • Proportion. This was a smaller error than seven dead or a gas line. It named no wrong number and no wrong cause. But "explosion" was the frame that the gas-line and conspiracy stories (ZeroHedge, Hot Air) built on, and CTV gave it the weight of a national broadcaster for two days.

What CTV got first

  • A wind timeline close to the record. The 22–23 Oct Kavanagh story put the warning at 2:14 p.m. and the 82 km/h worst wind "just over an hour later". That is within minutes of the station's 15:16 gust. Stewart's 20 Oct analysis gave the 82 km/h gust without a time (BENCH-002). The Globe's possible line (BENCH-005) put the peak at 4 p.m.
  • The only visible correction notice. The same story says an earlier figure of 105 km/h from ECCC was wrong. We found no comparable notice at CBC, Global or the Globe.
  • The first named injured soldier's family. CTV Barrie reported on the morning of 18 Oct that the eldest son of Oro-Medonte mayoral candidate Cathy Keane was critically injured. On 20 Oct, Kathy Le's interview with Cpl. Sean Hiatt's sister in Edson came a day before CBC's 21 Oct burn-unit piece named him; Canadian Press (Ian Bickis) also interviewed the Hiatt family on 20 Oct, and which came first is not settled (BENCH-007).
  • Footage of the fire. Chris Fox's 18 Oct story had video "obtained by CTV News" from a property about 1 km from the base. It was not timed or verified in print.
  • The spread rate, implicitly. Flannigan's rule of thumb (19 Oct), that grass fires move at about 10% of wind speed, is the simplest public check on "a kilometre in 30 to 60 seconds". At 82 km/h it gives about 7 minutes per kilometre. CTV published it and did not make the comparison.
  • An expert asking why training continued. Beverly told Judy Trinh (22 Oct) she was "surprised" CAF would carry out activities that risked fire with gusts forecast to 90 km/h.

What CTV got wrong or missed

  • The explosion, as above: in CTV's own voice 17–18 Oct, attributed to the Prime Minister, still live, uncorrected.
  • "4 p.m." alongside "several hours". CTV reported both that the fire started at about 4 p.m. and that officials had known about it for hours. It never reconciled the two. A small aggregator (Eastern Herald, 18 Oct) pointed out the contradiction. CTV did not report the noon Landsat finding (Global, 20 Oct) or DND's reported "about noon" (the Globe).
  • "Under a minute" as a title. The live blog's title tag states "Fire reached troops in under a minute" as fact. CTV's own experts' numbers did not support that.
  • No documents. We found no CTV report of the Range Standing Orders or the "fire index low" message, and no CTV records request.
  • No data of its own. The satellite figure was a single unsourced line, two days after CBC's. The satellite video is a caption we could not open. CTV gave no thermal record and no front or run times.
  • Heavy wire dependence. At least six of the 25 text items are Canadian Press copy, including the one-week "what we know and don't know" explainer.
  • Accountability by relay. Carignan's commitment to publish was a useful on-record get. Otherwise, the questions (why training continued, what range control knew, why the fire was "within standard procedures") were put by others or answered with officials' words.
  • The 14 Oct fire in the same danger area was not reported. No outlet reported it.

Against other coverage

Outlet Main mode Original evidence Accuracy record Versus CTV
CTV News Briefings, live blog, regional families, CP wire Fire video; Carignan commitment; gust timing; Hiatt and Keane families; Flannigan's spread rule "Explosion" in its own voice and attributed to Carney, uncorrected; no toll or gas error; one correction notice —
Ashleigh Stewart / Global Data + documents Noon Landsat detections; Range Standing Orders No errors found in her bylined pieces Far more original; CTV's gust timing was sharper
Global (non-Stewart) Breaking news Unnamed military sources Seven dead, explosion, gas line; no notices CTV avoided seven and gas; shared the explosion, but without Global's mechanism
CBC Live blogs, families, video Planet burn area; burn-unit capacity "Confirms" seven; gas well on air CBC more original and broader on families; CTV's errors smaller
The Globe and Mail Briefings, features Memo (jointly); DND noon attribution No errors found in what we could read The Globe more accurate and more original
Canadian Press Wire explainers, fact check Few; strongest on corrections No toll, explosion or gas errors of its own; small uncorrected errors (Canmore distance, "anti-grenade") A large share of CTV's text; CP more careful on the explosion
Prime Rogue Modelling + records Gust time, spread model, gas tests, OCME jurisdiction Versioned, logged corrections Cites CTV/CP24 for briefing facts; goes much further on timeline and spread

Scorecard

Dimension CTV Note
Speed A− First story at 20:16 EDT (18:16 MDT) on the night; live blog and regional stations in four provinces by 18 Oct; Alberta special report that evening
Accuracy C+ Toll and gas right; explosion wrong in its own voice and misattributed to the PM; "4 p.m." and "under a minute" stated as fact; gust timing right
Originality C+ Fire video, Carignan commitment, gust timing, two injured soldiers' families first; no documents
Sourcing C+ Named officials and experts in later pieces; MP hearsay promoted to headline; Carney misquoted; heavy CP dependence
Data, maps, imagery D+ Unsourced ~10 km² line and an unopened satellite video; warning and gust times
Handling uncertainty C+ No number before Carney's; gas ruled out promptly; explosion asserted; spread claim made a title
Families and victims B+ Hiatt, Keane, Lykkemark, Goulding, Wong, Farrell, hospital families; less depth than CBC's interviews
Accountability follow-through C Carignan on the record; Beverly's question; otherwise relayed
Corrections C One visible notice (wind speed); explosion and Carney line uncorrected; a headline changed silently
Overall C+

Update (26 Oct): Canadian Press row revised after the full CP review (BENCH-007).

Outlet Originality Accuracy Use of data Handling uncertainty Overall
Prime Rogue A A− A A A−
Stewart (Global) A A A− A A−
The Globe and Mail B B+ D B+ B (provisional)
Canadian Press C+ A− D+ A− B
CBC News B− C C+ C C+
CTV News C+ C+ D+ C+ C+
Global (non-Stewart) C D D D D+

The other outlets' grades are carried over from BENCH-002 to BENCH-005. CTV's overall grade is unchanged from the preliminary C+, but its row changes. Accuracy falls from A− to C+ and handling uncertainty from B to C+, because of the explosion headlines and the Carney misattribution, none of which the earlier benchmarks had seen. Originality rises from C to C+ and use of data from D to D+, for the fire video, the gust timing and the families. The earlier "Clean" rested on one 22 Oct story, which is in fact CTV's best piece.

What a reader should take away

  • CTV's numbers held up. It never reported seven dead or a gas line, and it corrected its wind speed in public.
  • Its first-night framing did not. "Explosion and fire" is still CTV's headline for 17 Oct. There was no explosion, and the Prime Minister did not say there was.
  • For when things happened, use CTV's 22 Oct story and not its earlier ones. The warning came at 2:14 p.m. and the 82 km/h gust just over an hour later. The record has the gust at 15:16. The "4 p.m." start and the "under a minute" spread in its 17–19 Oct pages are wrong or unsupported. The fire was burning by noon.
  • For the families, CTV's regional stations are worth reading alongside CBC, especially the Hiatt and Lykkemark pieces.

What could not be verified

  • ctvnews.ca bodies. No CTV page rendered article text for this review; direct downloads were refused by this session's network proxy. Body text comes from CP24 copies of the same stories, through a tool that summarises pages, so only the lines quoted here were checked word for word. CTV is not paywalled; no paywall was encountered.
  • Read in metadata only: Niari's "What we know", Van Dyk's Carignan story, the Wong profile, the Farrell family story, and the CP pieces on Carney, burn recovery, "the fire was known" and the four soldiers. Judgements on these rest on headlines, descriptions and captions.
  • Not watched: all video, the Alberta special report, and any CTV National News, Power Play or Question Period coverage. We could not confirm whether those programmes covered Wainwright, or whether any repeated the explosion.
  • Live-blog timing. The displayed entry times are inconsistent. An entry at 16:11 says the toll was not yet known, but a 13:53 summary already gives four dead and 39 wounded, probably because the summary was edited later. We cannot fix the order of the "explosion" entries relative to Rutland's "no explosions" statement on 18 Oct.
  • When "explosion" entered the first-night headline, and whether any early version gave a source beyond MP Dane Lloyd.
  • The Keane family. CTV Barrie names the mother as Cathy Keane. Global's 23 Oct medic story names Cpl. Liam Keane's mother as Tami Flexhaug. We could not confirm whether they are the same soldier.
  • The satellite video and the ~10 km² figure: whose imagery, and when.
  • Corrections. Apart from the wind-speed notice, we saw no editor's notes. We could not view earlier versions, as no archive service was reachable.
  • Not searched: CTV's French-language partners (Noovo), CTV Atlantic and CTV Ottawa local stories, and W5, beyond what surfaced in search.
